Billy has 47 years of experience with construction of telecommunication facilities, including overseeing/managing specific projects. As a telecommunications consultant, he serves as single point of contact, coordinating facilities, and relocation in TxDOT Right of Way for major highway projects. Additionally, Billy has supervised outside plant construction crews of 13+ technicians. He has administered construction contracts for placement of outside plant facilities. Coordinated and developed procedures for deployment of new technology for records verification of outside plant facilities.
